FCOI Checklist Process: Step by Step

If you have agency-funded research (such as through the Public Health Service, theĀ Department of Energy, NASA, and other funding agencies) that requires you to complete the Financial Conflicts of Interest (FCOI) checklist process, what should you expect? Below is a step-by-step guide to the FCOI Checklist process.

Who are the Participants in the FCOI Process?

  • The Principal Investigator and their research team members (PI)
  • The Unit Contact
  • UIUC Sponsored Programs Administration (SPA) 
  • UIUC Conflict of Commitment & Interest Office (COI)

1. Identification and Notification

  • SPA identifies that an award is subject to FCOI
  • SPA sends a notification to COI and Unit Contact
  • COI sends email to PI and Unit Contact

2. Training, Disclosure and Documentation

  • The checklist user creates the FCOI checklist and adds investigators (the PI and members of their research team)
  • If an investigator has not yet had FCOI training and/or disclosed, the checklist user can send a reminder
  • All investigators on research team must train and disclose
  • Those with grants awarded by the Department of Energy must also complete research security training. Learn more about that process here.

Email reminders and notifications for checklists:

  • If the checklist is not started or submitted, a weekly reminder goes to the PI and the Unit Contact from COI
  • When all investigators are compliant, the PI and checklist creator receive notification from COI

3. Checklist Submission

  • The checklist user submits the checklist (PI and team)
  • The COI office is notified
  • If the checklist is not submitted, a weekly reminder from COI goes to the PI and the Unit Contact until it is submitted

4. Review and Management

  • COI office reviews the checklist
  • If FCOI is determined, a management plan is created and implemented
  • The checklist is approved
  • PI, Unit Contact, and SPA are notified by COI of approval status
